1997 Honda CR

1997 honda cr500 dirt bike engine has low compression 60 psi will not start ive never drove it due to the non start, previus owner said it ran will parked in 2008 is complete kicks over gears go in, brakes work, seat is ok the front fender is ok faded, rear fender is fair needs a few washers or ? at the very back to hold it better. FRONT TIRES IS CRACKED ORG ??
