Therefor; if buyer plans to come to CA to pick up vehicle- there is no problem to process the paperwork in person at CA DMV But if buyer wants to ship vehicle then paperwork can possibly be processed via post (buyer is responsible to verify / do there homework and make sure with CA DMV the process of Via Post).
