I was able to get a copy of the accident report. The accident was in shopping center parking lot. Exact narrative from report is this (the Mustang is V2 in this report): "This crash occurred in the parking lot of the Winn Dixie store. V1 was driving in a parking lane that runs perpendicular to the travel lane. V2 was driving southbound in the travel lane. Each parking lane has a stop sign for the traffic entering the travel lane. The stop sign for this lane was twisted away from the vision of D1, so he did not stop. There was a stop bar. V1 impacted V2 as it was moving. No injuries and both vehicles were moved by the owners. I contacted management of the store to have the sign repaired". So accident was at low level of speed and vehicle was NOT needed to be towed after the incident (was driven from accident scene).
