I would say they need to be replaced. I took it out and hosed it off, not washed it but sprayed it with the garden hose to get the dust off and there is more oil around the R fork seal now. I am going to embed a video here of it just after I hosed it off. So it is wet at the time. Don't mistake the water that's on it for shininess (don't think I spell that correctly) or oil because it's water.
