He spent years thinking about it and over 10 months actually building this Hartley High Rider prototype. This is the first car of its kind in the world and is very exciting to drive. It was inspected and approved by the Texas DOT who issued the serial number and title. This car has 180hp and works as well in the dunes as it does on the street.
