If you are looking at a Tahoe of these years 03-06 that hasn't had this maintenance done...it will need it eventually. Bumpers have very minor rust. Not through rust, but should be touched up. The encoder motors job is to electrically engage the 4x4 in high, low, or 2 wheel drive range.
