To my knowledge, this is not true, AutoCheck is counting the second owner multiple times, as the second owner lived in Apache Junction, Arizona, moved to New Mexico, then moved back to Apache Junction, Arizona. In addition, the first owner was originally from New Jersey, then moved to Colorado. Moreover, Idaho has not asked for a smog check. Therefore, the AutoCheck system is not allowing the credit, thus a lower score.
